Marc
came to Cambodia in 1995 for a 6-months employment with the Vietnam
Veterans of America Foundation (VVAF). When he married Samoeun, he
decided to stay in the country. After the end of his duty for VVAF, he
worked 2 years as administrator for International Development Enterprises
(IDE),
the organisation that promotes treadle pumps for irrigation.
When fractional fighting in 1997 caused instability in Cambodia, USAID, who was one of the backers of the project, ended the funding for "all non-humanitarian assistance" which included Marc's salary. In 1998, Marc lectured Case Studies in Management for the MVU university In Komchay Mea in Prey Veng province and thereafter became co-ordinator for the human rights organisation Cambodian Institute for Development and Human Rights. In 2000, the EU decided to support Cambodia in its disarmament efforts and sent the EU ASAC team to implement a weapons management programme in Cambodia. EU ASAC requested Marc to join their team for his experience in Cambodia. Marc managed the Voluntary Weapons Collection programme component for EU ASAC. Besides weapons collection, he organised police trainings in Police Community Relations because people will only surrender their weapons if they know that somebody takes care for their security when they have no more weapons. This project ended on 31 December 2004. Marc now lectures cultural studies at CUP university. |
